A scan chain is a Design for Testability (DFT) technique in VLSI that connects the flip-flops (FFs) of a circuit into a single shift register, allowing for easier testing of internal logic. By enabling a "scan mode," test data can be serially shifted in to set the state of every FF and then shifted out to read the resulting state.
